People under 30 know what a vehicle selection screen is, buddy. You don't actually need to know the specific game this is referencing to get the joke. The last bit with the wheelbarrow isn't even a GTA thing. It's a callback to the larger racing game tradition of wacky bonus vehicles.
Heck I know someone that is 19 going on 20, that watched MASH, Night Rider, Airwolf, and ELF. A lot of young people tend to be interested in retro stuff because it is new to them. They watch memes of those first and researched where the clips came from then watch the shows.
Stuff as this is not intended for advertisments in TV. It's probably on some linkedin site, maybe used on a trade fair and on their website. Most important is, that potential customers remember. They do when you stick out somehow. If a customer then suddenly needs to rent a concrete pump: chances are good he remembers such odd advertisement and gives you a call.
