It sort of was, and wasn't. Germany voted in a referendum to join the Presidency and Chancellorship with quite extreme powers - because it seemed efficient. They undoubtedly thought it meant quick fixes to an ailing economy. Hitler was given nigh dictatorial power by Germany's choice - which sort a makes his acts legal, but he did run with it further than they meant, to illegal lengths. The president can delegate their powers to the VP, and I feel like it's something presidents don't do nearly enough. Truman, Johnson, Bush Sr, and Gore all had more active roles than is typical for VPs and it paid off at election time - three of them won handily and Gore came down to technicalities despite being a pretty weak candidate overall.

So - yes, yes he did win the popular vote. He IS the U.S's choice.
