They aren't even trying. With AI, it would be a matter of 20 minutes of work to create a video of properly aged Mitch, talking in his voice, about a subject that just happened. Mitch has been in the hospital for long enough, with undisclosed health issues, no word when he will be released from the hospital let alone when he will return to work. We don't even need to know now whether he is alive or not. What we know is that he is no longer capable of doing his job. Right now. He can't do his job.

There's no reason to do it early. If he calls the special election and then McConnell somehow is alive, he looks like a fool. The longer he waits, the more likely that McConnell is dead. He's got until August.

1) A fool is the man who has an opportunity to be seen taking action, at no personal risk, and chooses not to. He can force McConnell out of hiding. He can call him a liar to his face. He might not have the power to. In 2020 the KY Congress kneecapped Beshear's powers because they didn't like him doing things to keep Covid under control.
I don't know what all they did to restrict Beshear or what he can do at this point; but it might come down to the KY Congress to decide, instead of the governor (which I believe they're mostly GOP so just wouldn't happen)

He should call the special election. If Mitch is alive he can prove it by either emerging or letting the governor meet him in person. Otherwise run the election. Or even just appoint someone. Bring that law that says he can't to court, it's constitutionality is suspect.

Weirdly/stupidly enough? No. If he was dead and at a hospital they'd have to notify/declare him dead. No hospital is going to hide a dead body for anyone. But if he's incapacitated medical disclosure laws limit what they can announce/confirm. And the laws for the governor to investigate if he's a vegetable are limited. No one really considered the possibility of moronic situation like this, where a scumbag party would hide the medical status of a senator for partisan reasons.
