Yeah, the Ambassador Bridge has long been privately owned, so the bulk of the tolls go straight into some family's pockets. The Gordie Howe bridge was a collaborate effort fronted by Canada, and per the agreement, Canada gets the tolls until they recoup the costs and afterward the tolls get divided up among Canada and Michigan, presumably based on directional travel.

Because it was built by private interests in the first place. Neither Michigan nor Ontario wanted to actually cough up the money to build it, so Michigan automakers formed a private company to sort it out, and after a variety of mishaps, it got done.

I'm not necessarily saying I approve, but it's just how history went - it was either a corporate (later privately) owned bridge, or no bridge at all. Gordie Howe is set to change that, so naturally billionaires throw tantrums now.
