In the 90's it was just a decoration, partially due to crop tops becoming extremely popular. It obviously has a sexual connotation since humans tend to focus on the small of the back as being sexy, and its in plain view in certain mating positions. Due to the sexual implication (aka slutty) AND overuse by people considered low income it became known as a "Tramp Stamp."
Basically, its a tattoo that means "Hot girl type shit."
