A lot of these things -- in the UK at least -- were built by rich asshats trying to buy some good karma and their place in history after getting rich doing abhorrent things.

The “Dark Ages” actually saw major expansions in literacy and quite a number of inventions. They weren’t very dark, and to the degree they were, it had little to do with evil humans seizing power.

No they're not though things can still be weird. For example my home place in Romania only got a sewer system in the last decade. And a lot of people that I know there opposed the "EU overreach", fearing for their septic-tank autonomy. Mainly because of FUD from who knows where. But most of them came around quickly when they realized they didn't have to do the waste management, where most of them literally shovelled their own shit from the outhouse to the tank, themselves anymore.
