Why would there even need to be an order against such a thing? A) they're going to alter evidence as they see fit, and b) isn't sleeping evidence already illegal as fuck?

1. It's already illegal.
2. When they are already breaking the law, a law won't stop them.

Krusti Gnome hasn't followed a court order yet. This is the start. The followup is the court compelling the state police to cordon off the area and take control, then arrest anyone ANYONE INCLUDES FEDS that interferes. But that's the next step that not one court yet has taken.

This is a legal distraction to make Americans think their system still functions. It's to convince people to stay home and do nothing. Yes? The court order is more or less to prevent federal crime scene cleanup personnel from doing anything until after state and/or outside/third-party agencies do an investigation once the federal investigation is done. In most circumstances multiple investigations should be done either in cooperation or in close succession so this isn't an issue, but ICE's behavior means neither is an option and the risk that "the feds" might do an "oops, all cleaned up now. sowwy" bit of bullshit is real.

In this particular case your interpretation is almost certainly 100% spot on. In more normal circumstances it could still be required to prevent accidents in situations where an investigation independent from the first one is called for. It's even plausible that the tables could be turn & it's the federal agency seeking a court order to prevent local or state cleanup crews from altering a crime scene before they can investigate if there is some sort of delay between investigations.
