Katar at it again?
As per German news this morning, 5 members of the European Parliament have been arrested under the suspicion of corruption. One of these, Eva Kaiti, is a vice president of the parliament. Other (inofficial) news name Katar as the "gulf state" behind it - and link a speech in late November by Kaiti, praising the football world cup, to it.
