Some lumber stores put together "farm packs". Often good for small random projects.

I got quotes from 4 lumber yards, don’t go to box stores. Do good take offs and see if they take returns. I was able to return extra lumber

Depends on the jurisdiction but almost all the cities in AZ have building permit prices on their website
