No it won't. There's no guarantee that the tide reaches that high, much less that it will completely fill in those gigantic holes, plus remove all the debris, and all the garbage left behind.
I've seen some people go above and beyond to make their area look like it did when they arrived, so I have no reason to really doubt these people didn't do that, but I admit its just a hope.
Humans have this terrible habit of destroying nature, so it's normal for everyone to think they didn't clean up the area when they left. But the truth is, there's no way of knowing...
