That is a surprisingly complicated question. Generally speaking a state will choose to have jurisdiction over something happening to its citizens outside of any functional national state (ie international waters). This is done by the state to protect its own citizens. Some countries may also choose to go after things its own citizens do in other countries even if it's legal or not prosecuted there. This has been done to stop sex tourism. And then there is cross border crime ....
As for how it is usually dealt with, well that usually governed between states in their extradition agreement. But kinda irrelevant here since I doubt there is such an agreement between the US and Venezuela.
