Back in school mathemathics/physics/chemistry we had a standard printed formula book, which you could use during tests. No need to memorize.

High school diploma is meant to filter out ppl without basic memory skills. College is meant to filter out ppl without higher cognitive fns.

Nobody is keeping you from referencing stuff when designing a bridge so withholding during a test makes little sense

It depends on the teacher. My favorite professor let us use everything except someone else's answers lol (some still dared to cheat)
