#2 is from a wild comic. So basically: Dr. Doom has a bunch of robots escape from Latveria who are part of a robot rebellion and they run to NYC and disguise themselves as black men. One of Dr. Doom's henchmen hire Luke Cage for $300 to find them and, when he does, Dr. Doom skips town. So Luke Cage, naturally, goes to the Fantastic Four to get a ship to fly to Latveria to get his money. Mr. Fantastic goes "Well, you'll annoy Doom for about 15 minutes before you die horribly, here's a ...

... rocket." He flies to Latveria, helps the robot rebellion until they try to kill Doom, which prompts Cage to switch sides and save Doom. Cage then fights Doom. When Doom, fairly, expresses his shock at the lengths Cage went to get his $300, Cage gives a speech about standing up for oneself, having pride, and not letting people walk over you. Dr. Doom, upon hearing this, opens his wallet, peels out the money (in cash), and tells Cage to get the hell out of his country.

#8 - I do not have sufficient MCU context to be sure, but this makes me think Steve's trying to figure out who threw the first punch, and that he is going to be shocked to learn it's Bucky.
What little I DO know of the MCU, however, makes me wonder why he'd be shocked by that? WAY different situation than Mr. Scott, who at that time was a workaholic who had to be ordered to take a day off. (He chilled out by the movie era.)
