It's supposed to be a propaganda retro ad of like an alt timeline where there are Apothecaries in addition to Pharmacies; though, they are more expensive since you can buy narcotics there. It's a place you'd go if you prefer a "Witch-doctor" instead of an MD. Does that make sense?

Exactly! It's a "propaganda" Ad because there's no such real thing. If Apothecaries were legal, that would be my path in life. Think of it like a 'Fallout' Poster. I am yelling from a soapbox, but ultimately as an idealist, which is why the ad doesn't immediately seem to be pandering. But it is.
