Duck stamps aren't postage, they're a hunting license. Beyond that, they're super strict on what can go on the stamp, one of the things being complete anatomical accuracy. This one is very funny, but it didn't lose, it got disqualified.

You're missing the point that it's a landscape artwork, the central theme is an autumnal marsh. It's a beautiful example of a natural ecosystem.

Sure, the shark is a salt water animal. This is a fresh water marsh. Not a coastal tidal marsh, the natural habitat of the jet shark.
