Yes no maybe. Too big = too much heat and ruin the strength. Lots of smaller passes and have a smaller heat affected zone if you wait for it to cool (air quench). However too many passes = higher chance of defect in the weld making stress points. Its much better to limit the amount of weld to the strength of connection you need. That means welding multiple gussets with welds that fully melt/connect the gusset to the things it needs to connect.
Weld strength is generally indicated by tensile strength per square inch of weld material. Steel is 60k to 100k PSI, commonly used weld material is ~60 to 70k psi. My teacher always told us: Welding is how you make sure force can transfer between structural steel, thus making it structural.
as a non welder... i'd think adding an other piece of metal to form a triangle would have been better and less wasteful... unless there is some form of strong push on this particular angle needing so much support... and even then i doubt that's the way to handle this...

Bad by default. Too much filler and flux between those welds that doesn't look remotely cleaned on visible sections.
