That just looks like a highly experienced welder trying not to get strange arcs from inductive and conductive interference. Probably a super deep weld that would be a pain to fix.

That's not how it works at all. You absolutely can touch the metal you're welding with no fear of electrocution. The circuit is already complete, the current will take that path rather than go through something with much higher resistance, and the welder's body isn't even in the circuit to begin with (unless they're doing it very very very wrong, like actually pretty much trying to kill themselves).

I've done welding when I was a kid. I've been zapped, but it wasn't enough to do damage. But it was enough to tell me I was being an idiot and I should not touch the metal so close to the area I was welding.

Under normal circumstances, you're right. The danger is the little things you might subconsciously do--like use the same gloves for hours until they're a sweaty mess, then grab the nearest thing so you can fix your posture, you lift the helmet with your electrode hand, it brushes your forehead--zzzzap.

So you can't fault a person for adopting mannerisms in an effort to prevent careless mistakes like these. Even if it looks silly, at least they get to go home at the end of the day.

That's not usually a problem, except in a few circumstances. Electricity always takes the path of least resistance, and that path very rarely involves you.

Welding arcs are usually from around 20V up to about 120V. High voltage is anything above 1000V for AC and 1500V for DC.

Electricity doesn't always take the path of least resistance, that's water. Electricity takes every path available, to some degree.

Sure, but in cases where there is a massive difference in resistance between available paths, such as the case being discussed, very nearly 100% of the current goes to the path of least resistance.

Guys like you, standing on the peak of Mount Dunning-Kruger loudly proclaiming your ignorant opinions always amuse me.

Welding arcs usually run at around 20V. You need around 50V for current to begin to flow through skin, or you either need an electrode to pierce the skin or have a conductive solution in contact with the skin, like a wet, sweaty glove, to enable current flow.

Wait wait wait, you got electrocuted from welding. I've stick welded, in the rain, drenched and freezing cold even. We bitched so much management finally got a pop up tent from Costco. I've migged in the rain. The electrical path needs to go back through the machine. Yes you can get shocked but if you were correct welders would be required to wear electrical PPE. They just get flimsy pleather gloves and have to pay for real rawhide ones themselves.
