I think you're right. Actually, that the sky is so dark while the buildings aren't blacked out means it probably is HDR - but it's not great

But it still could just be selective lightening and darkening with photoshop that accounts for it.

Pity it's not HDR then. HDR stands for "High Dynamic Range", and describes something very specific, not just a contrast filter.

The sky might have looked even better dark, without oversaturating it to the point where it bleeds into the roof edges of the buildings.
