Well yeah depending on the state. But federally there is no rules about building a hun in your garage. Don't need a license or anything. Ita why 80% lowers and 3d printing guns is a thing. Also probably why they are trying to install firmware on 3d printers that won't allow you to print patented items so the government can tell them to not print guns like they tell printers not to print cash.

They don't tell printers not to print cash, they tell the printer to put an individual set of dots on the paper so the printer that printed cash can be identified.

They will not let you print cash. They'll either stop half way through or just give you an error. There are tons of video of it online.

I think you're thinking of the fact that some software won't let you edit currency, and the fact that some scanners won't scan the money, and the dots mean nothing if the person making the money is smart enough to avoid printing in the area where the dots are usually put.
