Two things. First off, that isn't the r-word people are talking about when they say the r-word, your confused. Second of all, retarded isn't a slur, it's a literal medical definition (or at least still mostly is, THAT is being changed in some places which is probably what you heard) and people who ARE diagnosed as such don't generally have a problem with it being used. Mostly it's white-knight nonsense with that one, where people are being offended on other people's behalf without being asked to

Look up “R word slur”. The first thing that comes up for me is a Special Olympics post about that particular offensive word. I was taught as a child that I shouldn’t use that word, and the kid I knew with Downs Syndrome absolutely objected to that word in the late 1980s.
In this instance the poster was using that word as a pejorative, that makes it offensive.

this crap from the past and try and make it a thing that it isn't. Its just a medical term for a specific pattern of conditions. When USED as a slur, it's just like calling a person with a limp an amputee, or a person with a lisp a mute. All they do is show their ignorance.
When you try and make it a slur, you make it uncomfortable for those who it ACTUALLY effects harder to discuss seriously with others, and that ACTUALLY has an impact on their lives.
