It looks like Quartz. So it could be igneous rock or a sedimentary rock. It does seem to have some barnacle residue on it…..

just looked em up. they seem to be kidney stones for the ground. they're harder than the surrounding material so it erodes away eventually and leaves behind the lump

A pebble. An extremely water-worn one with what looks like concrete residue stuck to the outside, like it was once part of a foundation or a sidewalk.
If you want to know what it's made of, physical tests must be performed on it.
No one can tell you just by looking at a pic on a pixel screen. Specific gravity, hardness, magnetism, hydrochloric acid, and streak are the easy ones. If you don't know how to perform these simple tests, I recommend taking a geology class where you can get Lab time.
