unknown pin

Found this in a car I just bought. It is a lapel pin, and the badge shows a piece of barbed wire. Google has nothing. It is not amnesty international, their logo is totally different. It is quite small, 10mm or 3/8" across. Blob underneath is blue tak, to hold it in place. Sorry about potato, camera is old and cranky.
