I used to live near a spot that was secluded, yet near enough to a large town that it was regularly used to dump animals. Everything from donkeys and horses to cats and dogs. People can be shitty.

What speaks for the title being true is that the puppy room looks very temporary - the kind of thing one would throw together as a last minute solution if one, say, all of a sudden stumbled upon dozens of adorable puppies in need of help!
She might not have found them dumped - maybe she rescued them from a puppy mill or a shelter got overwhelmed- but it does look like an ad hoc solution at least!

I've heard puppy mills ditch dogs older than 10-12 weeks. After that age thier value plummets because people want tiny little puppies. That looks like whats going on here, somebody ditched a few litters all at the same time. I can't imagine what kind of asshole would do this but its not uncommon in rural areas
