What speaks for the title being true is that the puppy room looks very temporary - the kind of thing one would throw together as a last minute solution if one, say, all of a sudden stumbled upon dozens of adorable puppies in need of help! She might not have found them dumped - maybe she rescued them from a puppy mill or a shelter got overwhelmed- but it does look like an ad hoc solution at least!
I've heard puppy mills ditch dogs older than 10-12 weeks. After that age thier value plummets because people want tiny little puppies. That looks like whats going on here, somebody ditched a few litters all at the same time. I can't imagine what kind of asshole would do this but its not uncommon in rural areas
