My environmental science professors taught me that advancing science requires standing on the shoulders of researchers that came before us. If we started from zero with every experiment we could never advance, we would simply keep proving the same things over and over. In many ways the scientific community is built on by moving forward from the consensus of fellow researchers, who are often times, experts in their fields.

And at the same time, the scientific community is constantly retesting the work of others, and NOT just taking their word for it. That consensus is built not just through one person publishing their conclusions, but others being able to reproduce those results so that others can see that the experiments are repeatable.
If anyone thinks another researcher's experiment was flawed they're free to come up with their own, and see if THAT can survive scrutiny of the scientific community.

Beyond this, his first administration put lots of corporate executives in charge of the departments that regulated their industries. They were people whose biggest interest would be dismantling the institution they were placed in charge of.
