Fix healthcare and the homeless first. I don't mind a bumpy road and a bridge detour as long as people are getting help.

I'm with the sentiment, but a lot of people are homeless because they choose to be. They have options, but sometimes won't take them.

Conservation begins with ownership, actually. Sell the infrastructure to individuals/companies, then let them charge people to use it.
