Cause the darkzone is divided by levels and not rank. You can stay level 15-19 bracket but be rank 99 darkzone.

The Dark Zone scales to your level but there's ilvl gear from 100-275 in the game when you hit 30 so you may face someone with 200+ ilvl

Getting to at least DZ 25 is necessary before hitting lvl 30. Makes your life much easier, as you'll be able to solo the DZ, usually
