My guess, there is only x amount of room at other bases, so that amount is the most they could withdraw without taking over-taxing other installations. Again, that is only my speculation.
The US definitely needs those bases. They're logistics hubs, provide medical support... all your wonderful wars would be significantly more complicated without them. We need Americans to be here for deterrence, for now. You need to be here to be a global superpower. From an American perspective, you've never been here just to protect us.
