Only if they go full Roger Rabbit with it: Everything from Boo's side of the story is Pixar-quality CGI, but everything from Stitch's side is hand-drawn animation (I'll accept a little computer manipulation of drawn art, like the space ship in the original). And Stitch's power is that anything he messes with turns to hand-drawn animation, too.
