Precisely. A few years ago I watched a really interesting speaker detail how the decentralizing of supremacist groups from real life meetings to anonymous online forums has essentially given those with true power in the organization complete plausible deniability.
They are not teeeeechnically telling folks they need to do a specific thing, they are just putting the idea out there to thousands, or even millions.
