This is in reference to when Retired Vice Admiral Robert Harward appeared on Fox News with a really terrible lighting setup that made it look like he was wearing a rubber mask.
I'll give OP the benefit of the doubt that this is just a joke, but there are a fair few people who think it actually was a rubber mask.
