This project really came together upon seeing these two videos:

Essentially, the setup is two vaporizers connected to two air pumps. The vaporizers have been drilled into to allow intake from the syringes, which feed fog liquid into the vapes.
One thing that I added, which you can see briefly to the right of my breadboard, is a buck converter which will change any voltage specified (in this case I was translating 12V from the battery into 5V for both the vapes and pumps, wired in parallel)

This is about the point where I knew this would work. I took the output of the vaporizers and routed it into a tubular wire holder. The vaporizers' output was routed using standard vinyl tubing (I wanna say 1/4 inch outer diameter), into the wire holder, with the RGB LED strip on top. A cross-sectional image is below which might help explain this better

I bought a skull mask from amazon, but the proportions weren't quite right. So, I cut up a bunch of foam to give it shape. The holes were bored in to assist in heat dispersement (foam without ventilation is HOT!). I then wired an RGB LED strip into the mask, cutting, soldering, and taping (white duct tape) the strip into the mask

Here's the tubing. The wire tubing is covered here by strips of leather to better blend into the jacket. I've hot-glued white batting mesh onto the gap opened by the lighting, which acts to diffuse the LEDs and helps spread out the fog a bit.
What you cannot see, and what I didn't get a picture of, is the vinyl tubing inside. The tubes run only halfway up the total length of the neck piece here, then they were closed off with hot glue. The tubes have holes drilled all the way through (aligned horizontally) and have been superglued onto the plastic wire holder.

Here's a cross-section. The RGB LED strip sits on top of the tubing, and the smoke carries through the gaps in the wire holder corrugation

Lighting test within the mask. This picture told me that it would be wise to animate the RGB LEDs, to give it flickering fire effects. Doing so reduced the appearance of the RGB LED borders

The spikes for my shoulders and gauntlets were made from cheap Halloween bullets. I sprayed them chrome, cut them right at the widest bit, and inserted them into leather sections

I ended up cutting the leather, piercing holes in it with a phillips head, then jamming the spikes through. I then hot-glued the bottom of the spikes and lined the leather (spikes inserted) with light foam

Here you can see the final gauntlet post-foaming. The chrome doesn't show up well here, but in real life it looks much more metallic

I also designed and sewed together a simple harness. Here you can see that it's driven by an Arduino (later replaced by an Arduino Nano). has manual syringe-based fog fluid feed, and wiring all goes to a battery situated at my lower back

Halloween party time! As you can see, the fogger works a whole lot better when it's not super windy out - indoor use is preferable unless you get larger air pumps

I found a dude in an awesome Doctor Doom costume and had to get a picture with him!
