it is though. When I had verizon, they tried to deactivate my flip phone twice saying the tech was not supported anymore. Strange, the phone continued to work fine when I told them reactivate it and fuck off. They had lots of "free upgrades" available though. actual cancer

It wasn't on all Nokia models of that time. Eventually Nokia removed the ringtone composer from firmware on newly built ones. My slightly older 3310 had it, my mother's didn't. Contacted support and they said it was removed for copyright reasons. (translation: they caved in to ringtone vendors)
