I found this at a thrift store for $13. The handle is stained wood with metal rivets holding it in. It feels well balanced to me.
The only marking i can find on this enigma.
Heres the other side. Its been used, but doesnt appear to be abused, judging by the condition of the tines and the hammer head. There is tape on the axe head from the store for safety.

Huh. Just now saw an episode of Elementary where a tool like this was used as a murder weapon. Didn't know they existed before two hours ago

The handle looks good in the pics. If it's still solid, a light sanding and oiling should do fine 1/

The metal doesn't look too rusty, so you might do fine with sanding & re-blacking there. If it has a lot, you can soak metal in 50/50 2/

Solution of vinigar & water for 12-24hrs. It will remove most rust & grime. The metal will rust quickly, so rinse, dry, and oil or paint 3/

Immediately. Before doing any of this, double check it's age & value. Restoring old tools sometimes lose their value. 4/4 Good luck!
