On a serious note, the pouches-on-vest load bearing system is superior in every way but one to the tool belt that police normally use. It's more comfortable, less restrictive of motion, and reduces back and hip injuries. The downside is they look like soldiers, which the public doesn't like
Though the super pouched up tAcTiCaL looking cops you see are mostly cosplaying, any scenario in which cops need that much gear is one that needs (from the state perspective) military response.
