I take that as a yes...

Fun fact that's only tangentially related to LotR - it's really easy to make a bit of steel while smelting iron. It's really hard to consistently make a lot of it. But even a little bit of steel makes the final products better, and so it's quite likely that a fair few smiths all over the Iron Age cultures experimented, trying to figure out the riddle of steel (not the Conan one). And it's also likely that at least some of them figured it out (and kept it secret - they were smiths, after all). 1/

So, it's quite possible that all those magic weapons in sagas and legends, all those axes that could cut through any armour and swords that sliced through the swords of your enemies, were in fact just that - steel. One point in favour of this theory - magic weapons could often be forged by a single smith in the world (see e.g. Weyland), i.e. by the craftsman who solved the riddle of steel. Additionally - meteoric iron (star metal) contains more carbon, which means a standard smelting and 2/

forging procedure would yield more steel and, therefore, a better weapon. And a weapon forged out of the star iron? That practically shouts magical weapon.

So, to tie it to LotR, you could argue that elven smiths, who spent thousands of years mastering their craft, figured out steel long ago and all of their "iron" weapons and armour was actually made of steel, seeming almost magical to the rest of Middle-Earth. (Mind, some weapons did have actual magic as well, like Sting.)
