Genuinely curious, but how does the claim to citizenship work if you were born outside the US? Was at least one parent a US citizen at the time of birth? I've never heard "lawful permanent residence" equated to citizenship.

He probably meets all the requirements someone needs to become a full citizen, and has likely met those requirements for an extended period of time, but just never went through with it for some reason.
