It continues to grow even when it’s chopped down

Pulled down a 'dead' leaning tree last fall. Chopped it up. Left 5' of stump and the root ball that had ripped up til this spring. But now the roots in the air are growing leaves. Smh. The entire tree was dead and dry when we cut it up. Life is crazy.
