So -- and more than once -- we've had elections where one candidate *won* the popular vote, but lost the Presidency. (For example, this last happened back in 2016.) *Our bad*.

For example imagine them being told that a freeway cannot be closed for the motorcade because the state police overtime budget had to be reallocated to disaster recovery.
