Trump only controls the Federal system.
He has no way to actually affect the Mid-terms without massive reforms that would require Democratic support, as well as State supports.

Trump started a war after running on a no more wars in the Middle East platform.
In an election year, he lost a lot of his supporters because of that. And the Isolationist faction of the Republican voters make up about 10% of their voter base. And he basically just lost them all. And they lost a lot of the Law and Order faction with how ICE was operating, and the sheer brutality of it. As many approved of the deportations, but they wanted it done by the book.

Save Act is unlikely to actually pass.
As it's getting resistance even within the Republican Party itself. Also, it wouldn't hold up in court, because it impedes too many enshrined freedoms.
In other words the only way they could actually pass that kind of restriction is with a new constitutional Amendment. And that's just not going to happen.
Yes intimidation is a thing, but ICE would be a terrible option, because they are losing support even within the GOP voter base.
