Only US citizens can work on federal projects that require clearance, with a very few exceptions. I've worked with HR for hiring on certain federal projects.

They used to be able to get an exception for non citizens if they had or could acquire a secret or above security clearance, and not the normal clearance levels that a US citizen would have. Former US military personnel that are non citizens tend to get these type of jobs.
