Found this challenge and can't figure it out
I'm a long time lurker. I made this account forever ago but never logged in. Then I saw the giraffe puzzle type of thing and had a lot of fun doing it. I went looking on the internet for other puzzles and found this one. I have no idea on how to even start. Since this community seemed to enjoy the giraffe puzzle as I did, I was hoping you all could help me solve this one. Please help, this has consumed my life and I can't stand not being able to solve a puzzle.

I can tell you that it's hex encoded but decoding it gives gibberish. Probably has something to do with the ratio above
