It might've been secured to the stud by a hanger that wasn't made of copper, corroded, sprung a leak and that's whatever they used to wrap it.

Water or gas? Trace it back to where the pipe starts. If it's water, cut off the supply and you can probably replace that section of pipe quite easily. If it's gas, get a professional in.

I am thinking a leak repair too, but it disturbingly looks like they used a fiberglass + resin repair kit.
