Trump Announces $300B Texas Refinery — But The Project Actually Restarted During Biden’s Presidency
President Donald Trump posted on Truth Social celebrating what he called a “historic $300 billion deal” to build the first new U.S. oil refinery in 50 years in Brownsville, Texas, saying it was the result of his “America First Energy Dominance” policies.
But the history of this project appears to be far more complicated.
The refinery project being referenced has actually been attempted multiple times over the past decade under different company names tied to the same developer. One of those earlier companies, JupiterMLP LLC, even filed for Chapter 7 bankruptcy in 2019 in the Texas Northern Bankruptcy Court during Trump’s first term.
Since then, the project has resurfaced under different names. In June 2024, the refinery concept was revived by a company called Element Fuels, proposing a hydrogen-powered refinery capable of processing about 160,000 barrels per day. That project has since reportedly been rebranded as “America First Refining.”
There are also questions about the $300 billion figure Trump cited.
Industry reporting indicates the actual construction cost of the refinery itself is estimated around $3 to $4 billion, not $300 billion. The larger number appears to reflect potential long-term economic impact and energy output, not the cost to build the facility.
If completed, the refinery would indeed be the first major refinery built in the United States in decades, and it could bring jobs and energy infrastructure to South Texas. However, the project:
• Predates the current administration
• Was previously attempted and failed under another company that went bankrupt in 2019
• Was revived again in 2024 under a different developer
• Is not expected to begin operations until around 2031
Large energy infrastructure projects often span multiple administrations, investors, and regulatory approvals over many years, making it difficult for any single political figure to claim full credit.
