Total: these two: $1.2 Billion dollars. Can't tax the Church, but I wish there were justice and at least a law that says any religious settlement for child abuse has to be 2x so that society can build more safety and counseling. Victims get these funds, but there always needs to be punitive awards even when they settle.

There are culpable members of the clergy here, though after reading through the full report I'm not sure Justin Welby is particularly guilty of anything. He was new in the post at the time (2013), and didn't follow up on something his chaplain told him was in hand and had been reported to the police. The actions of the people who wrote the original 1982 report, and the headmaster of Winchester College, seem more suspect - that does seem like a coverup, though they claim it was for the victims.

It seems to me (and to the writers of the new Makin report) that they were at least partially motivated by not wanting to tarnish the Iwerne camps, or the college, or something. So instead they chased the abuser out of the country, where he continued the abuse in Africa, possibly leading to a boy's death.

It is worth remembering that the reason why Prince Andrew was never actually charged with criminal offences not because the CPS is somehow under the shadowy control of the Royal Family, but more because Jeffrey Epstein forgot to check the age of consent in the UK before he forced a 16 year old to have sex with Andy. The whole point of this was that Epstein wanted to entrap and blackmail him, the woman in question has revealed as such under oath.

The legal age of Consent in the UK is 16. What Andrew did was abhorrent, wretched, tawdry, gross, immoral and foul, but what it WASN'T, was illegal.
That's why the legal case against him was a civil one, not a criminal one. It's also, going back to the initial point, why Jeffrey Epstein didn't hang himself.

To be fair to him, he was also told in 2013 that the police had been informed, and they'd said not to take any action until their investigation was completed. That the case was being dealt with in the diocese where it was reported, and letters had been written to Africa.

I mean, any other job - if you were in a position of authority, and became aware of evidence of long term abuse, you’d sack them, deny all privileges and *hand them over to* the authorities. Not leave them in a position to continue their abuse whilst you assumed someone else was sorting it out.

He wasn't in a position of authority over the abuser - Smyth wasn't a clergyman, and didn't work for the CofE. The report does say that Welby should have used his links to bishops in Africa to try and follow up more rigorously, instead of assuming the letter from the Bishop of Ely would mean the African authorities and church would get more involved. You can sense the desperation from the Ely safeguarding officer trying to get anyone in Africa to reply to her, very sad.
