There is a little control to release strategic reserve gas. It's not much but it can help. US gas is pretty heavily subsidized already.

No but policy directly impacts supply which is directly related to cost. Less global supply, higher cost. Policy can increase supply.

$4.11 in 2008, depending on the inflation calculator you use it lands below $5 half the time. Worst I found was $5.22.
