Fair to say it's a 3rd of the registered voters, but if you count the unregistered (but still eligible) then you're closer to a quarter, maybe even a fifth. The fact that there's so many disenfranchised voters is a big factor. It's wild to me that some states don't let felons vote.
If you’re unregistered and eligible then that’s the same as choosing not to vote. I’m not counting those people who thought they were registered and got kicked off the rolls or those who live in states that make it damn near impossible to register. But there’s plenty of people who have the time / resources to register who don’t, and that is the same as choosing not to vote.
