If someone knows any basic retouching, please help.

This picture (one of few remaining) is of my sister Oksana.

I have shared this picture before with imgur but I need some help now. The original picture is now in really poor condition due to a fire. This picture of the picture is the only one we have. If someone is good at fixing up photographs could help us out that would be great.

My sister and brother both passed away in 1989. She was a young poet in Ukraine. She won several poetry competitions and was starting her freshmen year in high school.

We only have pictures of him when he was very young. This is the best quality picture we have available of him. He was starting middle school when he passed. He was very brave and courageous. A witness across the lake where the tragic drowning occurred stated that Oleg rushed in to try and save his sister. He didn't fear for his safety and simply wanted to help her despite not knowing how to swim. They are both still dear in my family's memory. If someone can help in some ways that would be nice. Even simple retouching that I don't know how to do.
