It would except one key element, when you try and do something like toss nuclear waste you're informed that FICSIT doesn't waste! So it makes sense that you're required to find a use for the HOR. Alternatively you can just build a reserve of large reservoirs and periodically drain the whole system which accomplishes the same goal of just dumping it.

With alternate recipes, HOR is super useful. You can turn it into diluted fuel in a blender, and then turn the fuel into plastic and rubber using the recycled rubber and plastic alternates
