The Santas Marching At Dawn

In downtown Portland, December 17, 2017, in a closed "For Lease" building two blocks away from Pioneer Square, there is a shop entirely empty of people or objects aside from an army of Santas.
There is no adequate explanation for this seasonal behavior, other than two words: Portland, OR.
