They were designed to provide close air support in a situation with total air superiority against a technologically inferior enemy equipped with basic weapons . In modern conflicts they are so obsolete and vulnerable that the Pentagon refused to send any to Ukraine fearing that the losses in a " high MANPAD (Man-Portable Air-Defense System) environment " would be so catastrophic that it could affect the reputation of US military aircraft.
